New Special Advisors Join Aqua

We are delighted to announce that two new Special Advisors have joined the Aqua team. Experts in their field, our Special Advisors are highly credible individuals who have all held very senior executive posts across health and social care. With established personal and professional networks, all our Special Advisors are thought leaders committed to the principles of continuous improvement and learning.

Carrie Marr

Carrie has over 30 years of experience providing strategic leadership to large scale change programs across healthcare. She has led strategic change, patient safety and quality improvement work in Scotland and latterly in Australia as the Chief Executive of the NSW Clinical Excellence Commission, the Ministry of Health lead agency for safety and quality for the State of New South Wales. Carrie is also a member of the Institute of Healthcare Improvement Global Leadership Faculty.

Carrie has focused on supporting health and care systems to integrate and embed improvement and innovation, and to create the conditions that empower staff to sustain their improvement ambitions and effort.

Professor Donna Hall, CBE

Donna has extensive experience of working at senior management level across different industries, specialising in integration and transformation. She worked in local government as Chief Executive of Chorley Council and then later Wigan Council, developing the well-known Wigan Deal, before becoming Chair at Bolton NHS Foundation Trust until April 2023. She is currently chair of the national think tank New local and chair of social enterprise PossAbilities, as well as being an Honorary Professor of politics at the University of Manchester, and an Integrated Care System Adviser to NHS England.

Adopted as a child, she is passionate about person- centred public service and investing in local communities.
